This article presents a comprehensive solution to address the lack of a native client communication module in Merative Cúram Social Program Management (SPM) software, widely used for managing social services in government health and human services agencies. The proposed multi-tenant notification application offers a standardized, scalable, and flexible platform for client communications across various Cúram projects. Key features include centralized template management, source application verification, integration with notice generation and mailing services, electronic communication capabilities, data migration support, APIs for status tracking, flexible database architecture, and billing and load monitoring tools. The technical architecture employs a microservices-based framework, API gateway, configurable database layer, notification queue, and robust monitoring and analytics. The solution promises significant benefits, including standardization of processes, cost efficiency, scalability, flexibility, and enhanced compliance and security measures. While acknowledging potential challenges such as data privacy concerns and integration complexity, the paper outlines mitigation strategies and proposes a phased implementation approach. This innovation has the potential to substantially improve operational efficiency, reduce redundancy, and enhance the quality of client interactions in government social service programs.
